We've originally noticed a mildew smell in our Master bathroom which has a vent cover that connects down to the basement crawl space. We have ground water coming into our basement. We've looked for the source and it seems to be an elevated water table, perhaps related to recent construction behind us. We've had the water tested for raw sewage (not) and to see if it is city water (not). We've been told that outside work to divert the water would be unsuccessful unless we can find a specific source rather than an overall high water table, we are now thinking about sump pumps to get the water out.

Gutter downspouts all drain into same 4" subterranean drainpipe. With heavy rain if drainpipe outlet is plugged, water backs up and out junction between downspout and drainpipe next to foundation. Then water drops into basement.
